Sales funnel for B2B in India: stages, maths and the rules

Turn a sales target into a daily amount of work: the stages, the arithmetic, where funnels leak, and what Starleads' data says about phone and email reach.

The quick answer

A sales funnel is the path a business buyer takes from never having heard of you to placing an order, drawn as a funnel because fewer businesses survive each step. In B2B the usual steps are: target businesses, first contact, a conversation with the person who decides, qualification, a quote or sample, and the order. Count how many businesses are at each step every week and you can see where sales leak, and how many new businesses you need at the top to reach a sales target at the bottom.

This guide is written for Indian sellers who sell to other businesses: manufacturers, distributors, service firms and agencies. It shows the stages, the maths of working a funnel backwards from a target, what Starleads' data says about how reachable different trades are by phone and email, and the TRAI and email rules that apply at each stage.

The six stages of a B2B sales funnel

Marketing books split a funnel into three parts: top (awareness), middle (consideration) and bottom (decision), sometimes written TOFU, MOFU and BOFU. Older books use AIDA: attention, interest, desire, action. Both describe the same idea. For a small B2B team that sells by phone, email and visits, six concrete stages work better, because each one is something a salesperson can count:

StagePart of the funnelWhat has happenedThe number to count
1. Target businessesTopThe business fits your ideal customer and is on your listRows on the list, not yet contacted
2. ReachedTopSomeone answered the phone or replied to an emailCalls answered, emails replied to
3. ConversationMiddleYou spoke to the owner, partner or purchase headConversations with decision-makers
4. QualifiedMiddleNeed, payment terms, decision-maker and timing all fitQualified leads
5. Quote or sampleBottomA written offer, sample or demo is with themQuotes sent, samples delivered
6. OrderBottomA purchase order, advance or first invoiceOrders and their value

Two more stages sit after the order in a healthy business: repeat orders and referrals. They matter, because a dealer who reorders every month is worth far more than a one-time buyer, but they are a separate routine (account management) and are left out of the counts below.

Sales funnel or sales pipeline?

The words are often mixed up. A funnel is about counts and conversion: of 1,000 businesses on the list, how many reached each stage this month. A pipeline is about open deals: the 35 named businesses that are qualified or have a quote, each with an owner, a value and a next-step date. You use the funnel to plan how much outreach you need, and the pipeline to manage this week's follow-ups. Our guide on how to increase B2B sales sets out pipeline stages and a weekly routine in detail.

The top of the funnel is a list, and lists differ

Every funnel starts with a number at the top: the businesses you can actually reach. Most funnel articles skip this step, as if leads simply arrive. In B2B outbound sales they don't; someone has to decide which businesses to contact and find a working phone number or email for each. And the channel you open with depends on what contact details exist for that trade.

Starleads publishes the share of contacts with a mobile number and with an email address for its largest industries. These are counts of contacts in Starleads' data, not an official census of Indian businesses, and they were checked on Starleads' Insights page on 25 October 2026:

Industry (All-India list)ContactsWith a mobileWith an emailA sensible first channel
Grocery & supermarkets2,12,53199.5%5.7%Phone or a visit
Real estate agents & developers1,29,19995.2%21.4%Phone
Chartered accountants & tax consultants48,01997.1%84.3%Either; email for a first note
Hotels & resorts1,28,34194.8%89.1%Either
Exporters1,90,70167.6%91.1%Email, then phone
Lawyers & legal firms67,98245.6%58.6%Both, to reach enough of them

The spread is wide. Almost every kirana and supermarket row has a mobile number, but only about one in seventeen has an email, so an email-led funnel aimed at grocery shops starts with very few contacts. Exporters are the opposite: nine in ten rows have an email, while about a third have no mobile. A funnel built only on phone calls would silently drop that third.

The same pattern shows up among people with job titles. The purchase and procurement heads list has 7,20,929 contacts, 93% with a mobile number and 28% with an email address, so it is mainly a calling list. The CTOs and IT heads list has 58,288 contacts, 98% with an email and 94% with a landline but no mobile numbers, so the first touch there is an email or an office call.

The lesson for funnel planning: before you set targets, look at the coverage figures of the list you will actually use. Every Starleads list page shows them, with 60 sample contacts you can download free. The catalogue as a whole has 1,59,87,535 contacts across 201 industries.

Work the funnel backwards from your target

The most useful thing a funnel does is turn a sales target into a daily amount of work. Start from the orders you want and divide by the conversion rate at each stage, moving up.

The rates below are an example to show the arithmetic, not a benchmark. No reliable public figure exists for "the" conversion rate of Indian B2B calling; it depends on your trade, offer, price and callers. Use these to plan your first two weeks, then replace every rate with your own.

StageExample rate to the next stageNeeded for 6 orders a month
Orders6
Quotes or samples1 in 4 becomes an order24
Qualified leads2 in 5 get a quote60
Conversations with the decision-maker1 in 4 qualify240
Calls answered1 in 3 reach the decision-maker720
Numbers dialled (up to three attempts each)6 in 10 answer1,200

So, in this example, six orders need 1,200 businesses with a phone number. Now add the step most funnel templates leave out: how many rows you need on the list to have 1,200 mobile numbers. Using the shares above:

  • Grocery shops (99.5% with a mobile): about 1,206 rows.
  • Exporters (67.6% with a mobile): about 1,775 rows, with the remaining rows better reached by email.
  • Lawyers and legal firms (45.6% with a mobile): about 2,632 rows, or a mixed phone and email funnel.

Then check the time. One caller making 60 first dials a day, plus retries and follow-ups, gets through 1,200 numbers in roughly 20 working days. If that is more than one person can do in a month, the target needs a second caller, a better rate at some stage, or a longer timeline. The funnel tells you which, before the month is lost.

Two notes on the arithmetic. First, rates multiply: raising the quote-to-order rate from 1 in 4 to 1 in 3 cuts the businesses needed at the top by a quarter, so fix the bottom of the funnel before you buy a bigger list. Second, rates differ by source. Businesses that sent you an enquiry convert far better than a cold list, so count each source separately rather than mixing them into one average.

Stage by stage: where funnels leak and what to do

Stage 1: target businesses

The leak: a list that is too broad. Calling "all manufacturers in Gujarat" gives low rates at every later stage, because most of them don't need what you sell.

The fix: write your ideal customer in one line, such as "dental clinics in Pune and Nashik with two or more chairs", and build the list to match. Remove businesses you already sell to. In the list builder you can combine up to 10 industries with any states or cities and keep only rows that have a mobile number, an email or a contact person, so the top of the funnel holds only contactable rows.

Stage 2: reached

The leak: calls not answered, emails not opened. Usually caused by calling at the wrong time, one attempt only, or email sent from a new domain with no authentication.

The fix: try each number up to three times on different days and at different hours before parking it. Note which hours work for the trade: shop owners are often freer in the late morning than in the evening rush, while offices answer in working hours. For email, set up SPF, DKIM and DMARC first; our SPF, DKIM and DMARC guide shows how.

Stage 3: conversation with the decision-maker

The leak: the call is answered by a receptionist, staff member or family member, and you never reach the person who decides.

The fix: ask a direct question: "Who decides on new suppliers for packaging, sir? When can I reach them?" Note the name and the time, and call back then. In owner-run firms the owner decides; in larger ones the purchase team collects quotes but the user department often has the real say.

Stage 4: qualified

The leak: salespeople send quotes to everyone who sounds polite, and the quote stage fills with businesses that were never going to buy.

The fix: four questions before any quote. What do you use now and what goes wrong with it? Roughly what do you pay, and on what credit terms? Who else approves a new supplier? When is your next order due? Three or four clear answers: send the quote. Fewer: set a follow-up date and move on.

Stage 5: quote or sample

The leak: the quote goes out and nobody follows up. This is often the most expensive leak, because all the work of the earlier stages is already done.

The fix: send the quote the same day it was asked for, and call within two days to check it reached the right person. Make it easy to compare: price per unit, GST shown separately, delivery time, payment terms and validity. Offer a small trial order where you can.

Stage 6: order

The leak: "Let me think about it" with no next step, or a first order that is never followed by a second.

The fix: ask for a specific decision date. After delivery, call to check the goods arrived as promised, and put the next likely order date in your CRM. A lost deal should always have a reason written down; after a month, those reasons tell you which stage to fix.

The rules that apply at each stage

A funnel that relies on calls, SMS and email has to follow the rules for each channel. Calling a business number does not exempt you: the rules follow the number and the kind of message.

  • Promotional calls and SMS. TRAI's guidance for senders under the Telecom Commercial Communications Customer Preference Regulations, 2018 (TCCCPR) defines a promotional message or call as commercial communication for which the sender has not taken the recipient's explicit consent. A service message is one that completes or confirms a transaction the recipient already agreed to, or gives warranty, recall or safety information about something they bought. A first cold call to a business is promotional.
  • The DND register. People and businesses can block promotional calls and SMS through TRAI's preference registration facility, by calling or texting 1909 or through an app or web portal. They can block everything or choose categories (such as real estate, education, health, or consumer goods and automobiles), modes (including auto-dialer and robo calls), time bands and days of the week. Our DND check guide explains how the check works in practice.
  • Bulk SMS and DLT. TRAI's guidance lists what any bulk sender must complete: registration as a principal entity, a registered header (up to 11 characters), registered content templates, the IDs sent with each message, and, where you rely on consent, a registered consent template and the customer's consent. Without these, operators will not deliver your messages.
  • Email. Google's email sender guidelines require everyone sending to Gmail accounts to set up SPF or DKIM, keep the spam rate reported in Postmaster Tools below 0.3%, and use TLS. Senders of more than 5,000 messages a day to Gmail must also set up SPF, DKIM and DMARC, and marketing messages must support one-click unsubscribe with a visible unsubscribe link. Google advises keeping the spam rate below 0.10%.
  • WhatsApp. The WhatsApp Business Messaging Policy says a business may contact people on WhatsApp only if they have given it their number and it has received their opt-in to receive messages or calls from it, and it recommends a separate opt-in before calling a user. A good habit at stage 3 or 4: "Shall I send the rate card on WhatsApp?" and note the yes with the date.
  • Your own do-not-contact sheet. When anyone says "please don't call again", add the number the same day and remove it from every future list, whatever the register says.

This is general information, not legal advice. TRAI amends its regulations from time to time, so read the current versions on its website before a large campaign.

A funnel sheet you can start today

You don't need software to run a funnel; you need the same columns, filled in the same way by everyone. A spreadsheet with these columns works for a team of one to three:

ColumnWhat goes in it
Business, city, phone, emailFrom your list
SourceThe list or channel it came from: a Starleads list, an enquiry, a trade fair, a referral
StageOne of the six stages, from a drop-down so spellings match
AttemptsHow many times called or emailed
Decision-makerName and role, once known
Next step and dateEvery open row needs both
ConsentWhat they agreed to receive (WhatsApp, SMS, email) and the date
Value and lost reasonOrder value if won; the reason if lost

Every Saturday, count the rows at each stage and work out the rate between stages. After four weeks you will have your own rates in place of the example ones, and you will know which stage leaks most. Move to a CRM when more than one person works the same leads or open leads pass about a hundred; our 7-day calling plan shows how to work through a new list in the first week.

Where Starleads fits, and where it doesn't

Starleads fills the top of the funnel: ready-made Excel lists of businesses and professionals by industry, state and city. A city, state or specialisation list costs ₹499, and bulk data for one industry across India costs ₹1,999, with no GST added at checkout. Every list page shows 60 real contacts and the share of rows with each detail before you pay.

It does not do the rest of the funnel for you. A list tells you which businesses exist and how to reach them, not which ones want to buy this month. Not every row has an email, a mobile or a named person, and contact details change over time. Lists arrive as an Excel workbook that you import into your CRM or sheet yourself, and Starleads sells business and professional contacts only, no consumer lists. The middle and bottom of the funnel, the conversations, quotes and follow-ups, are your team's work.

Questions people ask

What is a sales funnel in simple words?

It is the set of steps a buyer goes through before ordering, with a count of how many people or businesses are at each step. Because some drop out at every step, the counts get smaller towards the order, like a funnel.

What are the stages of a B2B sales funnel?

A practical version has six: target businesses, reached, conversation with the decision-maker, qualified, quote or sample, and order. Marketing books group them into top, middle and bottom of the funnel, or into AIDA: attention, interest, desire and action.

What is a good conversion rate for a B2B sales funnel in India?

There is no reliable single number. Rates depend on the trade, the price, the offer, the source of the lead and the skill of the caller. Measure your own for four weeks and compare yourself with that, stage by stage, rather than with a figure from an article.

What is the difference between a sales funnel and a sales pipeline?

A funnel shows counts and conversion rates across all prospects, for planning. A pipeline shows the open deals by name, with owner, value and next step, for managing the week.

Can I add numbers on DND to my funnel?

You can keep them on your list, but promotional calls and SMS to them must follow TRAI's rules, which in practice means sending through the registered route and respecting their preferences. Email and in-person visits are other ways to reach those businesses, and anyone who asks not to be contacted should be removed.

Do I need funnel software?

Not at the start. A shared spreadsheet with fixed stages works for a small team. Add a CRM once several people work the same leads or the number of open deals is too large to track by hand.
