Garment manufacturers in Mumbai: list, hubs and how to source

Where Mumbai's garment makers, traders and shops sit, what Starleads' lists hold and miss, the five kinds of maker, a step-by-step sourcing plan, GST rates and the calling rules.

The quick answer

No government office publishes a list of garment manufacturers in Mumbai with names, phone numbers and emails. The Office of the Textile Commissioner, which has its headquarters in Mumbai, runs schemes and statistics for the industry, but it doesn't give out a contact directory. Starleads' Textiles & Fabrics in Mumbai list had 8,048 businesses on 29 October 2026: garment makers and exporters, fabric and yarn firms, mills, textile designers and their suppliers. 70% of them have a mobile number and 35% an email. The list is ₹499 plus 18% GST, and you can download 60 rows free before you decide.

This guide is for two kinds of readers. The first want to buy from garment manufacturers in Mumbai: a new clothing label looking for a maker, a retailer looking for a wholesale supplier, a company ordering uniforms. The second want to sell to them: fabric mills, trims and label makers, machinery dealers, packaging firms, logistics companies and software vendors. It covers where Mumbai's garment trade sits, what Starleads' data holds and where it falls short, how to shortlist and check a manufacturer step by step, the GST rates on garments since September 2025, and how to call and message within TRAI's rules.

Garment manufacturers in Mumbai: who makes what, and where

"Garment manufacturer" covers very different businesses in Mumbai. Some are listed companies with head offices in Lower Parel or Worli and factories in other states. Some are mid-sized units in industrial estates along the Andheri-Kurla Road. Many are small workshops that stitch for others on job work. And a lot of firms that call themselves manufacturers are traders who get garments made and sell them under their own name. Before you call anyone, decide which of these you need.

Starleads' Mumbai lists show where the trade is concentrated. Where a locality is given, these are the ten biggest localities for textile and garment businesses, next to the number of clothing shops in the same locality where it is in the shops list's top ten:

LocalityTextile and garment businessesClothing and fashion shops
Kalbadevi2871,617
Dharavi106not in the top ten
Andheri East99664
Malad West831,291
Dadar West741,433
Andheri West681,040
Lower Parel55not in the top ten
Kandivali West51not in the top ten
Goregaon West50not in the top ten
Goregaon East47not in the top ten

The counts are from the textiles and clothing stores list pages. Not every row names a locality, so the real totals for each area are higher. Two patterns stand out: Kalbadevi, Dadar West and Malad West are near the top of both lists, so makers, traders and shops sit side by side there; Dharavi, Lower Parel and the Goregaon and Kandivali localities appear only on the makers' side. The shops list's other top localities are Bandra West (768), Borivali West (743), Chembur (710), Santacruz West (660) and Kurla West (599).

The free sample of 60 rows adds detail. Ten of the 60 addresses are in Andheri East's Marol and Saki Naka area, most on the Andheri-Kurla Road, four of them in the Mittal Industrial Estate alone. Several large textile companies have offices in Lower Parel, in Peninsula Corporate Park and the Kamala Mills Compound. Three rows have the Kalbadevi PIN 400002, with addresses in Champa Gali and on Kalbadevi Road.

Beyond the city limits: Bhiwandi and the Thane belt

Much of the fabric Mumbai's garment makers cut comes from outside the city. The Thane district administration's "about the district" page (read on 29 October 2026) says that medium and small producers in the district make "powerloom fabrics" in large quantities and that, after Ichalkaranji, Bhiwandi is known in Maharashtra for its textile industry. The same page counts 8,800 registered factories in the district in 2014, of which 8,494 were working, with 4,19,232 workers. Those figures are more than a decade old and cover all industries, but they show the scale of the belt that feeds Mumbai's cutting tables.

In Starleads' data, Thane (130 rows), Navi Mumbai, Nagpur and Bhiwandi come after Mumbai and Pune in the Textiles & Fabrics in Maharashtra list. Bhiwandi and Thane don't have city lists of their own for textiles; their rows are in the Maharashtra list.

The government office in Mumbai

The Office of the Textile Commissioner (read on 29 October 2026) is part of the Ministry of Textiles and has its headquarters at Nishta Bhavan, New CGO Building, 48 New Marine Lines, Mumbai 400020 (main board 022-22001050). Its home page says it was set up in 1943 to arrange cloth for the defence forces and civilians during the Second World War, and now has a developmental role, with nine regional offices and 15 Integrated Textile & Apparel Development Centres in textile clusters. Its contact directory lists a regional office at Kendriya Sadan, Belapur, Navi Mumbai, and Maharashtra centres in Malegaon and Nagpur. It is the place for scheme questions and textile statistics; its "What's New" section was carrying a draft questionnaire for an Integrated Textile Census when we read it. It is not a source of buyer or supplier contacts.

What Starleads' data shows for Mumbai's garment trade

The figures below are counts of contacts in Starleads' data as shown on the list pages on 29 October 2026. They are not an official census of Mumbai's garment industry, and the lists overlap: one company can be in more than one list.

What the numbers say:

  • Mumbai is the biggest textile list in Starleads' data. Its 8,048 rows put it first of the 20 cities with a textiles list, ahead of Bengaluru (3,026) and Surat (2,505), and it holds 88% of the Maharashtra list. That reflects Mumbai's many offices, traders, designers and exporters as much as its factories.
  • Garment rows are a minority of the textiles list. By category, the biggest groups are Textile Designer (317), Textile Mfrs (295), Fabric- Multi Range (293), Textiles (288), Exporters- Garments (263) and Garment Parts & Accessories- Multi Range (153). If you only want garment makers, filter the category column for "garment", "apparel", "hosiery" and "exporters", and read the company names.
  • The makers are a landline and email list; the shops are a mobile list. The textiles list has a landline for 70% of rows and a mobile for 70%, but an email for only 35%. The clothing stores list has a mobile for 96%. Call the makers' offices; message shop owners once they agree to it.
  • Kalbadevi is first in both lists. It tops the textiles list (287) and the clothing stores list (1,617 shops, ahead of Dadar West with 1,433 and Malad West with 1,291). That fits its role as a wholesale market where makers, fabric traders and shops meet.
  • The Exporters list needs filtering. Its biggest category is "Paper Importers & Exporters" (26,582 rows), so for garments, filter the category column before you call. The textiles list's own "Exporters- Garments" category (263 in Mumbai; 1,485 across India in the all-India textiles list) is the cleaner start.

Across India, the Textiles & Fabrics in India list has 35,537 companies, 63% of them with a mobile number. The biggest city lists are below.

Where the lists fall short

We read the 60 rows of the free Mumbai textiles sample before writing this. Know these problems before you buy:

  • Big companies appear many times. Reliance Industries has six rows in the sample, one for each office address, and Mafatlal Industries two. They can be real separate contacts, but sort by company name so two callers don't ring the same group.
  • Only a few rows say "garments" in the category. In the sample, two rows have a garment category; 22 have no category at all, and the rest are textiles, yarn, fabrics, dyes, knitting machinery or chemicals. Use the company name and website to judge what each firm does.
  • Some rows don't belong. The sample has an edible oils company, two shipping agencies and two sports and racing shops. One row has a PIN code from outside Mumbai, and one has a Navi Mumbai PIN. Clean these out before a campaign.
  • The list covers part of the trade, not all of it. Small job-work units often have no public listing, so no list will hold all of them. Treat the list as a fast start and add the units you meet in the markets and estates.

Starleads doesn't promise that every number still works; businesses move and change numbers, which is why the sample is free. You can also use the list builder to pick Mumbai with only the rows that have a mobile or an email.

Five kinds of garment maker, and which one you need

Most failed sourcing in Mumbai starts with calling the wrong kind of business. A ready-garment wholesaler won't make 300 pieces to your design; a job worker won't buy fabric for you. This table sorts them out:

TypeWhat they doGood forHow to spot them in a list
Full-package manufacturerBuys fabric and trims, cuts, stitches, finishes and packs to your designNew labels, uniform orders, private label for retailersOwn factory address in an industrial estate; a website with a production or "private label" page
CMT or job worker (cut, make, trim)Stitches fabric you supply; you pay a making charge per pieceBrands that already buy their own fabric and want control of costSmall units, often with no website and a mobile as the only number
Manufacturer-wholesalerMakes its own designs and sells in bulk to shopsRetailers who want ready stock, not custom designs"Wholesaler" or a product name (kurtis, shirts, kidswear) in the company name; addresses in the wholesale markets
Export houseMakes or sources garments for overseas buyers, usually with compliance auditsLarger orders with documented quality and export paperwork"Exporters- Garments" category; an Importer-Exporter Code; an industrial estate address
Boutique or tailoring unitSmall runs, samples and made-to-measure workPrototypes, first samples, very small batchesThe Tailors & Boutiques in Mumbai list (5,993 rows; most in Andheri West, Malad West and Bandra West)

A useful first question on every call: "Do you stitch in your own unit, or do you get it made outside?" Many honest traders will tell you they outsource. That isn't wrong, but you should know who is actually making your garments and where.

How to find and shortlist a garment manufacturer in Mumbai, step by step

  1. Write down what you need before you call. Garment type, fabric, sizes, quantity per design and colour, target price per piece, delivery date and where it ships. Makers quote faster and more honestly when the brief is specific. If you have a tech pack (drawings, measurements, fabric and trim details), send it; if not, a reference garment and a written size chart are the minimum.
  2. Download the free sample and decide which list fits. For makers and exporters, start with the textiles list; for very small runs, the tailors list; for ready stock, the clothing stores list filtered for "readymade garment dealers" and wholesalers (the Mumbai stores list has 1,894 rows in the "Men's Readymade Garment Dealers" category alone).
  3. Filter hard. Keep the categories that fit (garments, exporters- garments, hosiery, garment parts), drop yarn, dyes, chemicals and machinery, merge duplicates, and sort by locality so you can visit in clusters: Kalbadevi on one day, the Andheri-Kurla Road estates on another.
  4. Check each shortlisted firm before the first visit. Look up the GSTIN on the GST taxpayer search: it should be active, in Maharashtra, with a legal name that matches the company you are talking to. For companies, check the MCA master data; for exporters, the Importer-Exporter Code. Our company search guide shows each look-up.
  5. Ask three questions on the first call. What garments do you make most? What is your minimum order per design and colour? Can I see your unit? There is no standard minimum in Mumbai; it depends on the fabric (stock fabric or custom-dyed), the garment and the unit's size, so compare the answers rather than expecting one figure.
  6. Pay for a sample, then a size set. A first sample shows the make; a size set shows whether the grading works across sizes. Agree in writing what the sample costs and whether it is adjusted against the bulk order.
  7. Get a written costing. Ask for fabric consumption per piece, fabric rate, trims, making charge, washing or finishing, packing and the GST rate. A costing split this way lets you compare two makers line by line and see where a cheap quote is cutting corners.
  8. Put the order in writing. A purchase order with the approved sample reference, quantities by size and colour, price, delivery date, inspection terms, payment terms and what happens with rejects. Pay an advance only against a GST invoice or proforma from the GSTIN you checked.
  9. Inspect before final payment. Check a sample of finished pieces for measurements, stitching, colour and packing before you release the balance, or before goods leave the unit.

GST on garments and fabric since September 2025

GST changes the price you agree, so get it right in the costing. The GST Council's press release on its 56th meeting (read on 29 October 2026) set these rates for the textile sector, with the changes on goods taking effect from 22 September 2025:

ItemGST rate in the releaseWhat it means for a Mumbai order
Apparel and clothing accessories (chapters 61 and 62) of sale value up to ₹2,500 a piece5% (listed as a change in the value limit, with no change in rate)Most wholesale garments fall here; check the per-piece value on the invoice
Apparel and clothing accessories of sale value above ₹2,500 a piece18% (from 12%)Premium and bridal pieces; the higher rate changes the landed cost
Other made-up textile articles and sets above ₹2,500 a piece (chapter 63)18% (from 12%)Home textiles and sets priced above the limit
Manmade fibre5% (from 18%)Lower input tax for polyester and viscose fabric chains
Manmade yarn5% (from 12%)Same: the release calls this a correction of the "inverted duty structure" in manmade textiles

The release is a summary; for an invoice that matters, confirm the HSN code and rate with your accountant. A maker who quotes "without bill" to save the GST also leaves you without input tax credit and without an invoice you can rely on in a dispute.

Selling to Mumbai's garment makers: who to reach, and which list

Managers in the apparel trade are mostly not in Mumbai in Starleads' data: the all-India General & Senior Managers in Apparel / Garments list (2,867 people) is led by Haryana (760), Delhi (686) and Tamil Nadu (391), the states with big export factories. In Mumbai, the owner is usually the person to reach. For the people who sign purchase orders, see our guide to reaching purchase and procurement managers.

For the country-wide picture, see our guides to textile companies in India and textile and garment exporters, and for Gujarat's weaving hub, textile companies in Surat. For other industries in the city, see the list of companies in Mumbai; Starleads' Mumbai Business Directory has 5,77,978 businesses, the biggest of its 227 city directories.

Calling, SMS and email within the rules

Many small garment units in Mumbai list the owner's personal mobile as the business number. TRAI's rules on commercial communication apply to those numbers whichever list they came from:

  • DND (NCPR). TRAI's customer preference registration page (checked on 29 October 2026) lets anyone block commercial communication fully or by category, by mode (voice calls and SMS, auto-dialer calls, robo calls), by time band and by day, by SMS or a call to 1909, by IVRS, an app or an OTP-based web portal. "Consumer goods and automobiles" is one of the eight categories, so a garment maker may have blocked exactly the kind of promotion you plan. Check numbers before a promotional campaign; our DND check guide shows how.
  • Registered senders, headers and templates (DLT). TRAI's advice to senders sets out the steps for anyone sending commercial communication: principal entity registration, header registration, content template registration and consent registration. In practice, send promotional SMS through a provider on the DLT platform with an approved header and template (our DLT registration guide explains how), and don't run promotional calls from a personal mobile.
  • Consent for follow-ups. At the end of a first call, ask how the business wants your catalogue (email, WhatsApp or SMS), note the answer and the date, and stop when someone says no.
  • Email. Send from your own domain with SPF, DKIM and DMARC set up (see our SPF, DKIM and DMARC guide), keep the first email short with your GST number and a sample offer, and give an easy way to opt out.

Starleads sells lists of businesses and professionals only. It does not sell lists of garment workers, job seekers, shoppers or any other private individuals, and a business list must never be used to reach employees at home. For Starleads' figures across India, see the Insights page.

Questions people ask

Where are most garment manufacturers in Mumbai?

In Starleads' Mumbai textiles list, the localities with the most rows are Kalbadevi (287), Dharavi (106), Andheri East (99), Malad West (83) and Dadar West (74). Kalbadevi also has the most clothing shops in the Mumbai shops list, so makers, fabric traders and sellers meet there; Dharavi, Lower Parel and the Goregaon localities appear only on the makers' side. These are counts of contacts in Starleads' data, not a census.

Where can I find wholesale garment manufacturers in Mumbai?

Start where makers and shops overlap: Kalbadevi, Dadar West and Malad West are in the top five localities of both Starleads' Mumbai textiles list and its clothing stores list. The stores list has 1,617 shops in Kalbadevi and 1,894 rows in the "Men's Readymade Garment Dealers" category; the textiles list's garment categories hold the makers. Visit with a clear brief, and check the GSTIN before you pay.

What is the minimum order quantity for garment manufacturers in Mumbai?

There is no standard figure. It depends on whether the fabric is from stock or custom-made, the garment, and the size of the unit. Small job workers and boutiques can do short runs; export houses usually want much larger orders. Ask each maker for the minimum per design and per colour, and compare.

How do I start a clothing brand with a Mumbai manufacturer?

Prepare a tech pack or a reference garment with a size chart, shortlist three to five full-package makers, check their GSTINs, pay for samples and a size set, get a costing broken into fabric, trims, making and GST, and place a small first order with an inspection before the final payment. The step-by-step section above covers each stage.

What GST applies to garments bought from Mumbai?

According to the GST Council's 56th meeting release, apparel of sale value up to ₹2,500 a piece is at 5%, and above ₹2,500 a piece at 18% (up from 12%), from 22 September 2025. Confirm the HSN code and rate with your accountant for your own invoices.

Is there a free list of garment manufacturers in Mumbai?

Not from the government. Free directories and marketplaces list sellers who pay or sign up there. Starleads' Mumbai textiles list has a free 60-row sample in Excel or PDF; the full list of 8,048 rows is ₹499 plus 18% GST.

Are Bhiwandi and Thane garment units in the Mumbai list?

No. Rows from Thane (130), Navi Mumbai and Bhiwandi are in the Textiles & Fabrics in Maharashtra list (9,171 rows), not the Mumbai city list. If you source across the whole belt, buy the Maharashtra list and filter the City column.
